How old are the children? I am assuming early grade school.

Having done this too, many years ago, I don't know if kids would still go for the same things - but just for some ideas for the boys:

wacky shoelaces (girls like these too) either spiral ones, or ones printed with bright colors, designs, etc.

Baseball cards (could buy a pack or two, and give them one or two cards per boy)

Small paint sets (dollar store or goodwill)

Sidewalk chalk - a few sticks in a baggie to keep the expense down

Pack of learning game cards (fish, authors, etc.)They make these in mini-size - Oriental Trading Company

Fun drinking straws

Mini-flashlight

Sports stickers (hobby lobby) can open a pack and cut the sheets in half per boy -

Animal stickers - boys and girls
coloring books

Go to Oriental trading company - orientaltrading.com - they have lots of stuff in bulk for pretty reasonable prices - I am sure you will get some ideas there!
