Look into community centres, halls, etc. For example (Delhi is too far away from London) but Delhi has a Belgian Hall, a German Hall, a Hungarian Hall - and all of them are fabulously known for their amazing food and receptions. They're booked well in advanced they're so popular. So look for the little guys - some can really deliver. As far as ceremonies and decs - I think it depends on the hall.
