Carved in stone is quite harsh, but it's the truth. Dairy is never OK. Fortunately there's lots of yummy substitutes. There's even soy ice cream.
Dairy has not just lactose but caesin and whey which cause problems for IBS people. It's a universal trigger.

You may be able to treat yourself on occasion after a safe meal having a VERY small amount of frozen yogurt (I'm talking 1/4 cup or less).
