Best to brew the whole seeds as tea -

because the moment you mill or grind fennel, you release the volatile oils, which then dissipate. It's those oils that make fennel so helpful for IBS bloating, gas, and spasms.
If you were to grind the seeds and then immediately brew them, you'd be fine. But if they're ground and then made into commercial tea bags, or capsules, the volatile oils will dissipate to a large extent before the end user brews the tea, or swallows the capsule.
So brew either organic high volatile oil whole fennel seeds as loose tea, or use tea bags made with whole fennel seeds.
