Hi - you do want them at separate times because you need to take the pep cap on an empty stomach with just enough water to comfortably swallow it. Having it with the fiber in water is probably too much water - the enteric coating on the cap is resistant to stomach acid but water soluble.
You can definitely put the fiber in any liquids or moist foods - I just sprinkle it over anything wet that I eat - oatmeal, guacamole, pasta, rice, etc. You can also add it to dry or wet ingredients when cooking, so it's in your meals.
I find it easiest to take a cap right before a meal (I only wait about 10 minutes before I eat, because I am not prone to heartburn - if you are, wait an hour before you eat). Then I just have the fiber right in my meal.
