Menthol is a component of peppermint oil; doesn't seem like that would be the problem. I'd be more inclined to blame another ingredient.

I would want to take advantage of the soothing properties of the menthol if my throat was sore, so if I could, I'd go for a cup of peppermint tea, which I already have plenty of on hand anyway. I can't recommend a specific brand, but I'd try the health food store to see if they had a lozenge that would agree with me.
