WHITE RICE - what's so soluble about that?

I eat certified organic white basmati rice. The nutritional label reads "0 fiber per serving"...which is 1 cup cooked or 1/4 cup dry. Okay. WHERE IS THE SOLUBLE FIBER in RICE?

If I cook and drain the rice (to get the goopy starch off) after cooking / am I draining of fiber or just starch?
