Parsely, sage, rosemary, and thyme

chicken!
Take some skinless chicken. Place fresh parsley, sage, rosemary and thyme on op of chicken and cut up/peeled potatoes. Then cover with red cooking wine. Add salt/pepper to taste. Bake in the oven for an hour at 375 degrees...and voila!

This does sound wonderful - and wonderfully easy. I have one question: do you bake it covered or uncovered? And, more generally, is there some secret agreement among good cooks that when a recipe doesn't specify covered or uncovered it always means covered? Or always means uncovered?
This question has bothered me ever since the time I cooked a lamb chop casserole uncovered (the recipe didn't say which) and ended up with little lumps of leather for dinner.
