I apologise if this isn't appropriate, but I came across this listing on ebay and I don't read the language, which I think may be French.
It's an ebay listing. I have no idea what on earth it is.

LOL It's a salt/pepper shaker. I think it's probably more decorative than useful but that's what they say it is.

Yup, it's a salt or pepper shaker. According to the description you are supposed to fill that glass head with the salt or pepper. Pretty bizarre looking!
