Can brown rice and brown rice pasta serve as an SF base for IF veggies and/or beans? I'm confused. Can I use brown rice as a base for IF veggies?
Is creamy brown rice cereal a safe enough SF base for strawberries?

Neither brown rice or brown rice pasta are on the soluble fiber list. It is not a SF base. It is an IF base that is tolerated by some IBS individuals but not all.
In the FAQ it says "when the bran is removed from brown rice the result is white rice" and "Oatmeal, brown rice, and corn meal (polenta) tend to be the best-tolerated whole grains for IBS".
While brown rice contains some SF it is not an SF base and it is not safe for everyone. White rice is a safe SF base.

I called someone at Heather's contact number to ask this question, and I am 90% sure the person told me that brown rice can be used as an SF base even with IF veggies. The entire thing is confusing, though.
I would love to here from other's experience.

both brown rice and white rice have the same amount of soluble fiber. But brown rice has some insoluble as well because the bran (literally the brown part on the outside) has not been removed.
Many people with IBS tolerate brown rice well, especially when stable, and can use it as a soluble fiber foundation. Same thing with oatmeal, polenta, buckwheat noodles. Those tend to be the best tolerated whole grains.
Having said that, they are still whole grains - they do have insoluble fiber. So if you're touchy, if you've had bad experiences with them, then stick to the refined grains instead, which have had the bran removed. White rice, white flour and pasta/breads made from it, etc.
There is no black and white answer to this question because of these variables.

This is actually a good thing, because it gives you more dietary flexibility than if you had some thing like a food allergy with zero tolerance.
You have to listen to your own gut and pay attention to how you're doing in general. If you're struggling, under stress, traveling, just getting over an attack, be much more cautious with insoluble fiber.
Once you're stable, and the longer you can stay stable, the more you'll be able to expand your diet and add in more insoluble fiber.
If you're unsure, don't eat the brown rice and stick to white. If you feel like you're stable and know how to stay that way, try a small amount of brown rice - you can even mix it with white rice - and see how you do.
IBS isn't a math equation, and your body isn't a machine. It will be really difficult to stabilize and stay stable if you try to do it by crunching numbers and want black and white, yes and no answers. I just don't think that's possible, and it will make things tougher than they need be to try and do it that way.
