I'm sure you can figure it out. Just find an online conversion tool that changes cups to tablespoons. You want no more than 2 tablespoons per cup of water.

Exactly, which is more than the recommended usage for fennel. Maybe cut back to 1 1/4 cup of fennel per 12 cups of water.
