I had a cup of it (one tea bag not strongly steeped) before bedtime two nights in a row and had episodes of D the next day. The herbalists say "no" but fennel "aids in digestion" ,whatever that means. Fennel aids in digestion as in it prevents bloating but reducing the amount of gas.
