Fennel Tea - Crush Seeds?

Are you supposed to crush the fennel seeds when you make tea? If so, how do you do it? With a mortal and pestal?

I don't crush the seeds, and it works just fine. If you do decide to crush them, yes, a mortar and pestel works best, although not very well.

I don't crush them at all- even in spaghetti sauce!
